Opportunities for Funding

The below list has potential sources of funding for your registered program. Please reach out to us with any special workplace accomodations or requirements needed.

DAS State Apprenticeship Expansion, Equity, and Innovation (SAEEI) Grant

The grant focuses on working through Local Workforce Development Boards to create equitable registered apprenticeship programs for women, veterans, justice-involved, youth, people with disabilities, communities of color and unemployed individuals who were impacted by COVID-19.

California Apprenticeship Initiative (CAI) Grants

These grants provide for Apprenticeship and/or Pre-Apprenticeship, and its funds available through a California Local Education Agency, such as a community college or a county office of education.

Employment Training Panel (ETP)

The Employment Training Panel uses state funds collected from taxes paid by CA employers.  These funds can help offset the cost of training and lead to greater job creation and employee training; which, in and of itself, results in higher employee retention rates.

Related and Supplemental Instruction (RSI)

Since 1970 California has funded related classroom instruction for state-registered apprenticeship programs known as Related and Supplemental Instruction (RSI) or Montoya Funds. The passage of Assembly Bill 86, the California Community College Chancellor’s Office (CCCCO) was authorized with the oversight of RSI funding for California Community College Districts (CCD) as well as California Department of Education (CDE)–Local Educational Agencies (LEAs) that partner with apprenticeship program sponsors.

Full Time Equivalent Students (FTES) – Apportionment

Apportionment covers the cost of tuition for apprentices enrolled in community college courses taught by community college instructors.

The U.S. Department of Labor offers grant opportunities through apprenticeship.com, grants.gov, and sam.gov. DOL Grants/Funding

Workforce Innovation and Opportunities Act (WIOA)

The Workforce Innovation and Opportunity Act (WIOA) was signed into law on July 22, 2014. WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy.

Tax Incentives when Hiring Apprentices with Disabilities

Small businesses may be eligible for tax incentives when hiring apprentices with disabilities. The link below from the Office of Disability Employment Policy identifies resources to cover the costs of both accommodations and making workplaces accessible.

Department of Rehabilitation (DOR) Strategic Initiatives

The Department of Rehabilitation (DOR), and the Department of Developmental Services (DDS) received a one-time appropriation of $20 million dollars to fund strategic initiatives to increase the employment opportunities for individuals with disabilities. The DOR has allocated $10 million dollars for its Demand Side Employment Initiative (DSEI), an employer incentive program for businesses to expand or begin hiring people with disabilities. DSEI staff will provide helpful resources, technical support, and assistance with implementing equitable recruitment, training, and retention practices. The DSEI funding will be distributed to small and medium-sized businesses through contracts beginning August 2022 through June 30, 2024.
